In1903theU.S.SupremeCourtrefusedtosaythatIsabelGonzálezwasacitizenoftheUnitedStates.Thenagain,theysaid,shewasn’texactlyanimmigranteither.AndtheysaidthattheU.S.territoryofPuertoRico,Isabel’shome,was“foreigntotheUnitedStatesinadomesticsense.”Sincethen,theU.S.hasclearedupatleastsomeoftheconfusionaboutU.S.territoriesandthestatusofpeopleborninthem.
But,morethanahundredyearslater,thereisstillaU.S.territorythathasbeenleftinlimbo:AmericanSamoa.ItistheonlyplaceonEarththatisU.S.soil,butpeoplewhoareborntherearenotautomaticallyU.S.citizens.WhenwevisitAmericanSamoa,wediscoverthattherearesomeprettysurprisingreasonswhymanyAmericanSamoanspreferitthatway.
